Cosmetic Product Safety Report (CPSR) – UK & EU Compliance

A Cosmetic Product Safety Report (CPSR) is the mandatory legal requirement for selling cosmetics in the UK and EU.

Why is it important for launching a product?

You cannot legally place a cosmetic product on the UK or EU market without a valid Safety Assessment. Beyond legal compliance, a CPSR protects your brand from liability, product seizures, and costly recalls by ensuring your ingredients and concentrations meet strict regulatory limits.

1. Your Formula Details

Make sure you have

  • Full formulation with exact percentages (w/w%) or grams

  • INCI names for all ingredients

  • Ingredient functions (e.g., preservative, emollient, fragrance)

  • CAS numbers for each raw material

2. Supplier Documentation

For every raw material used, you need:

  • Safety Data Sheet (SDS / MSDS)

  • Certificate of Analysis (CoA)

  • Allergen declaration (if applicable)

  • IFRA certificate (if using fragrance, essential oils, or aromatic extracts)

3. Finished Product Testing

Before CPSR submission, confirm you have:

  • Physical & chemical testing (appearance, odour, pH, texture)
  • Stability testing (required for all products)
  • Preservative efficacy / Challenge test (required for water-based products)
  • Microbiological testing (recommended for water-containing products)
